I partially agree and partially disagree with this statement.

Rather, I'd say:

- nobody can explain anything to anybody - because they don't know how to explain;

- even if somebody explained, they will not try to listen and understand because they think they already understand everything and their knowledge does not have to be revised;

- nobody really understands anything, even though they have a feeling that they already understand everything.

My original formulation applies specifically to administrative matters. Like, people in the position of power want something from you, while you are trying to explain them that their rules and requirements are meaningless or miss the intended point in your specific situation. Which does not work, because they know that what they are doing is meaningless, not only in your situation, which is not in fact so special, but in many other situations, too. And they have long resolved to continue with their meaningless activities and requirements nevertheless. Because from their point of view, which you wouldn't care to understand, they have no better alternatives.

Да, так оно и есть. В России человек это одно, а человек-при-исполнении – совсем другое.

Неправдой было бы сказать, что закон вообще не действует в России, или что население страны, и особенно государственные служащие, относится к нему с презрением (http://eu-russiacentre.ru/our-publications/column/sosuli-v-zakone.html). Напротив, правоприменение в России страдает судорожным буквализмом, соединенным с практически полным отсутствием контакта с реальностью. Сама идея «духа закона» практически не существует ни для законодателя, ни для того, что пытается закону следовать, ни даже для суда.
