Refereeing ideal

My referee's reports should be clearer, more interesting, and more substantial than the papers under review. This is the ideal I strive for. It is not always achieved, of course; but sometimes it may be.

My report must be also fair in its evaluation of the authors' achievements and shortcomings in the paper under review.

From these heights, I demand that arbitrary rejections of my papers be punished. And I believe that they will be.
