Unless the ruling regime in Kremlin changes much to the better* by Summer 2022, which looks highly unlikely, I wouldn't come to the International Congress of Mathematicians in St. Petersburg even if invited. I do not want to risk being arrested and subjected to arbitrary political persecution in Russia.

*Removal of Putin and repeal of the repressive legislation passed in 2012 and the subsequent years are necessary conditions.

Я не знаю. Мое заявление носит условный характер (в Ленинград я не приеду, даже если приглашать будут; в Париж могу приехать).
