Theorems 6.1 and 6.2 are interesting, but not interesting enough: it appears to me that they are of the level of interest and complexity not exceding the purely formal sheaf theoretic results of the book of Voevodsky, Suslin and Friedlander.
Theorem 9.1 is more interesting, but has the disadvantage of being conditional in that it depends on the existence of a good formalism of relative motives with finite coefficients. If one forgets about this point, it is realistic to expect that result to be published in a journal like Crelle.
But it is not interesting enough to justify publication in Documenta."
