Гипотеза 1: Они уже знаютъ, что ты откажешься рецензировать статьи для этого журнала, если они будутъ аргументировать отказъ чѣмъ-то вродѣ "your paper does not satisfy the appropriate standards". Поэтому они пробуютъ иначе - отказать и никакъ не аргументировать.
Гипотеза 2: рецензенты не удосужились изучить твою статью, или попытались изучить, но мало тамъ поняли, поэтому у нихъ нѣтъ конкретныхъ возраженiй.

HHA не любите? Мне кажется, тематика журнала примерно Ваша.

Тематика HHA -- теория гомотопий и алгебраическая топология. У меня работы с привкусом алгебраической топологии случаются редко. Когда-если которые случаются -- обычно бывают длиннее 30 страниц.
