I reviewed one paper for the Annals recently, and wrote a very detailed report. Concerning the conclusion, I wrote in my report that I do not consider myself to be qualified to pass judgement about the suitability of the paper for the Annals, because I do not understand the contemporary criteria for math. research journals generally, and particularly for the more prestigious publications. I could have added that I am not interested in knowing or understanding such criteria.

I do not say that I "do not have to" understand such criteria. I say that I was never interested in understanding them, irrespectively of whether I "had to" understand them or not. Back between 2016-18 I worked as a postdoc (with a Ph.D. from 1998). This did not force me to look into the "criteria". Instead, I sticked to my peer review boycott policy, instituted in 2012. According that policy, I do not do any reviews for journals that would not publish my own work. The only reason I agreed to review for Annals on that recent occasion was because I never submitted to them.
