Over the last five years the pot started to shrink very dramatically, fast; the agencies default on the grants they already awarded; grants were solicited w/o any funding to back them up, etc. This is really new. It is very frustrating to spend 3 months a year writing proposals, get them awarded, and then be told that there is no funding and there never was any funding - several times in a row. DOE is doing it for the third year now. There is more than 700 grants in this limbo. It is not "not enough money," which is business as usual, this is more like the collapse of the entire system of supporting physical sciences.
